On September 5, 2016 the OECD published the OECD Secretary-General’s Report to the G20 Leaders. The report consists of two parts. Part I is a Report by the OECD Secretary-General regarding (A) The G20/OECD Base Erosion and Profit Shifting (BEPS) Project; (B) Tax transparency; (C) Tax policy tools to support sustainable and inclusive growth; and (D) Tax and development. Part II is a Progress Report to the G20 by the Global Forum on Transparency and Exchange of Information for Tax Purposes.

 

Part I

In Part I of the report a.o. the following subjects are discussed:

·   The G20/OECD Base Erosion and Profit Shifting Project

o  The G20/OECD Inclusive Framework on BEPS is established

o  BEPS implementation is underway

·   Tax Transparency

o  Update on AEOI implementation

o  Objective criteria for identifying non-cooperative jurisdictions

o  New focus on implementation challenges

·   Tax Policy

·   Tax and Development

 

Furthermore an annex is attached to Part I of the report:

·   Annex 1 - List of Members of the G20/OECD Inclusive Framework on BEPS (as at 26 August 2016)

 

Part II

In Part II (Global Forum on Transparency and Exchange of Information for Tax Purposes) of the report a.o. the following subjects are discussed:

·   Exchange of Information on Request (EOIR)

o  Peer Reviews – Assessing effective implementation

o  Peer Reviews – Recognising Progress

o  Answering the G20 Call

·   Automatic Exchange of Information (AEOI)

o  More jurisdictions commit to the international AEOI Standard and to automatically exchange information by 2018

o  Supporting AEOI Implementation

·   The multilateral Convention on Mutual Administrative Assistance in Tax Matters

·   Technical Assistance
