The next meeting of the European Parliament’s Committee of Inquiry into Money Laundering, Tax Avoidance and Tax Evasion (PANA Committee) will take place on  December 7, 2016 from 15.00 – 18.30 CET. During the meeting the PANA Committee will a.o. have exchanges of views with Pierre Moscovici, Member of the European Commission responsible for Economic and Financial Affairs, Taxation and Customs (15.00 – 16.30 CET)  and subsequently with Mr.  Ashish Kumar, Policy Analyst at the Financial Action Task Force (FATF) (16.30 – 17.30 CET).

The purpose of the exchange of views with Commissioner Moscovici is to continue the discussion on the Commission’s role and actions to implement and enforce EU legislation against money-laundering and tax evasion, which was already started in the exchange of views with Commissioner Jourová which took place on November 8, 2016. Commissioner Moscovici replied to written questions of the PANA Committee.

Mr. Kumar works as Policy Analyst (AML/CFT) with the Financial Action Task Force (FATF) Secretariat. He is part of the Policy Development Group (PDG) within the Secretariat, which deals with standard-setting, development of guidance and best practices and other related work. Managing assessment process for AML/CFT mutual evaluation of jurisdictions and engagement with external stakeholder in public and private sector domain also form an important part of his role.

The purpose of the exchange of views with Mr. Kumar is to The purpose of the hearing is to understand how FATF sets international standards in the area of Anti-Money Laundering (AML), and how FATF assesses their effective implementation and enforcement by its members. Like Commissioner Moscovici Mr. Kumar also replied to written questions of the PANA Committee. He furthermore prepared an initial statement.

Members the PANA Committee will also discuss how the FATF assembles its lists of high-risk and non-cooperative jurisdictions, and the criteria upon which these lists are based.
