On June 8, 2019 the OECD published the OECD Secretary-General’s Report to the G20 Finance Ministers and Central Bank Governors. The report contains two parts. Part I reports on the activities and achievements in the OECD’s international tax agenda. Part II reports on the activities and achievements of the Global Forum on Transparency and Exchange of Information for Tax Purposes.

 

Part I – The OECD’s International Tax Agenda

Part I discusses a.o. the following topics:

·   Addressing the tax challenges arising from digitalization

·   Tax transparency developments

·   3.Implementing the Base Erosion and Profit Shifting (BEPS) measures

·   Capacity Building – Supporting the BEPS Implementation in developing countries

 

Part II – Global Forum on Transparency and Exchange of Information for Tax Purposes Progress Report to the G20 Leaders

Part I discusses a.o. the following topics:

·   Automatic Exchange of Information (AEOI) 

·   Exchange of Information on Request (EOIR)

·   The Convention on Mutual Administrative Assistance in Tax Matters 

·   Technical Assistance 

·   Future Outlook

 

Furthermore the report contains the following annexes:

·   Annex 1: Programme of Work to Develop a Consensus Solution to the Tax Challenges Arising from the Digitalisation of the Economy

·   Annex 2: Third Annual Progress Report of the OECD/G20 Inclusive Framework on BEPS

·   Annex 3: IMF/OECD 2019 Progress Report on Tax Certainty
