On November 17, 2021 the OECD’s Global Forum on Transparency and Exchange of Information for Tax Purposes launched the Women leaders in tax transparency programme. The programme which aims at reinforcing gender equality in tax administrations.
Nomination process
· A maximum of 15 female participants will be selected for the 2022 pilot.
· Nominations are accepted from tax administrations of developing country members of the Global Forum. Each Global Forum member can nominate a candidate.
· Applications should include a curriculum vitae and motivation for participating in the programme.
· Participants should have a good command of English.
By nominating a candidate, a jurisdiction commits to allowing the nominated candidate enough time to effectively participate in the programme and to attend it in full. Participants will be selected by a committee composed of the Chair of the Global Forum, the Head of the Secretariat and the Head of the Capacity Building and Outreach unit.
Main objectives of the programme
The main objectives of the programme are:
· Building strong skills in transparency and exchange of information for tax purposes (EOI) through a long term programme.
· Promoting female leadership in tax transparency and EOI.
· Creating a female network to ensure further co-operation and experience sharing.
· Promoting gender equality and the advancement of women in administrations.
· Ensuring diverse views in decision-making spheres.
· Fostering higher female representation at international events
Programme description
The sessions will aim at developing capacities in tax transparency and will include mentorship and leadership modules to empower women working in tax administrations. The programme will consist of 5 virtual sessions, spread over 9 months, with preparatory work to be done by participants between sessions.
Topics covered will include:
· Key concepts of tax transparency and effective implementation of tax transparency standards.
· Use of EOI tools, practical aspects of EOI, including organisation, confidentiality, role of tax auditors and third parties.
· Transfer of EOI knowledge and skills to modernise and standardise revenue mobilisation processes.
· Mentorship session with female leaders working in tax administrations.
· Leadership training.
