The OECD has made a replay of its Tax Talks Webcast of September 22, 2016 available. During the Webcast the OECD's Centre for Tax Policy and Administration (CTPA) gave an update on a.o. below mentioned topics:

International Tax Agenda

The subjects discussed in this respect include a.o.:

·   G20 Hangzhou Summit

o  Common Transmission System for exchanges

o  Multilateral Instrument

 

Multilateral Instrument

In this part the focus was on the Multilateral Convention to Implement Tax Treaty-Related Measures to Prevent Base Erosion and Profit Shifting (MLI).

 

According to the OECD negotiations of the MLI have progressed extremely well. The main text was agreed upon in principle in mid-September 2016. Fine tuning and making a translation are expected to be finalized by November 2016.

 

The OECD stated that the final meeting of the Ad Hoc Group is planned for late November during which it expects the English and French texts of the MLI to be formally adopted and the text of an Explanatory Statement to be approved. After approval, the MLI will be made open for signature. A signing ceremony is then expected to take place in the first half of 2017.

 

Tax Policy Reforms in the OECD

During this part the OECD announced the publication of a first edition of a new annual publication aimed at providing an overview of tax reforms across the OECD. This years edition covers the reforms that were implemented, legislated or announced in 2015. The next edition is due by mid-2016, with additional countries to be covered. The publication seems to discusses:

·   General findings;

·   Growth-oriented tax reforms;

·   Trends: Tax-by-Tax

·   BEPS Public Consultation on attribution of profits to permanent establishments and revised guidance on profit splits (October 11-1, 2016);

·   Tax Policy

·   Release of Tax Certainty survey
